Default dashboards can be applied to a users settings. If a user has a default dashboard for the site then it will be displayed by default when they view a dashboard.
Note that the default dashboard is by site, and must be set for each site a user accesses.
To set the default dashboard go to the users profile.
Once in the profile click on 'Personal Settings' and then enter the default dashboards for site.
Click save.
Switch sites, and repeat for any other sites.
